As an Agricultural Economist you will be working with the Monitoring and Modeling unit which provides baseline information on trends in animal health, economics and management practices to support analyses, decision making, and actions of Congress, producers, industries, consumers, and animal health officials.
The duties may include, but are not limited to:
Provides leadership in exploring new methods for the economic analysis of unique and unprecedented problems associated with indemnity and compensation and other varied topics.
Maintains databases with up-to-date information and database management methods that are needed for applying estimation methods for deriving indemnity and compensation values.
Analyzes and integrates a high volume of diverse data and information using advanced qualitative and quantitative methodologies and approaches.
Furnishes authoritative economic expertise on complex and difficult animal health issues facing the organization in relation to livestock and poultry markets and production considerations/factors.
Answers technical questions posed by senior Departmental officials, the Office of Management and Budget, and industry representatives on proposed indemnity and compensation rules issued by APHIS.
Advises on the economic validity of appraisal methodologies and assumptions used in appraisals.
Advises APHIS management on indemnity and compensation issues during health emergencies .
Occasional travel – You may be expected to travel for this position.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Developing, applying, and modifying economic models synthesizing livestock data and information from multiple and varied sources for valuation of livestock and livestock products.
Providing analytical expertise on economics including statistical principles related to economics of livestock disease modeling.
Applying and modifying the application of software for qualitative and quantitative analysis including statistical, database, or modeling software, compiling the results and developing effective mechanisms for interpreting the significance of results.
Applying national policies to the food animal industry and market structure of the food animal industry in order to model valuation of livestock and livestock products.
Note: There is no education substitution for this grade level.
